Derogation

temporary approval from the FSC Board of Directors acting through the FSC Pesticides Committee, to use a ‘highly hazardous’ pesticide (HHP) in a FSC certified forest Management Unit, subject to certain conditions.

Derogations are only approved if there is a demonstrated need or the use of the HHP, there are measures in place to reduce risk; there is a programme in place to identify alternatives, and an appropriate level of stakeholder consultation has been carried out.

FSC

The Forest Stewardship Council (FSC) is an international non-profit, mission –driven, multi-stakeholder organization founded in 1994 to promote responsible management of the world’s forests.

FSC List of highly hazardous pesticides

List of pesticides that meet the criteria, indicators and thresholds set out in the document FSC-STD-30-001 V1-0 Indicators and thresholds for the identification of ‘highly hazardous’ pesticides (HHP), and therefore are considered to be ‘highly hazardous’ in the FSC system.

The use of HHPs is prohibited in FSC certified forests and plantations unless a temporary derogation for their use has previously been approved by the FSC Pesticides Committee acting on behalf of the FSC Board of Directors.

Highly hazardous pesticide (HHP)

Pesticides that FSC considers to be ‘highly hazardous’ based on published technical criteria, indicators and associated thresholds approved by the FSC Board of Directors and set out in FSC-STD-30-001 V1-0 Indicators and thresholds for the identification of ‘highly hazardous’ pesticides (HHP) (https://ic.fsc.org/en/document-center/id/74)

FSC considers the following criteria in the determination of hazard:

1. Acute toxicity to mammals and birds
2. Carcinogenicity
3. Mutagenicity to mammals
4. Developmental and reproductive toxin
5. Endocrine disrupting chemical (EDC)
6. Acute toxicity to aquatic organisms
7. Persistence in soil or water and soil sorption potential and bio-magnification and bio-accumulation
8. International legislation
9. Dioxins (residues or emissions)
10. Heavy metals
